Contractors Board Reminds Licensees about Division of Apprenticeship Standards Deadline for Electrician Certification

Applications must be postmarked by December 30, 2005

SACRAMENTO — The Contractors State License Board (CSLB) forwards the following information from the California Division of Apprenticeship Standards regarding an upcoming deadline for electrician certification.

The California Apprenticeship Council (CAC), at the Dec. 8, 2005 special meeting, affirmed the Jan. 1, 2006 deadline for certification for general electrician, residential electrician and fire life safety technician. The deadline applies to both tests in English and Spanish equally. Anyone who is eligible and required to be certified needs to submit a certification application postmarked on or before Dec. 30, 2005. The electricians, who need to take the test to be certified, can find information on the Division of Apprenticeship Standards (DAS) Web site at They will then have a grace period until Jun. 1, 2006 to take and pass the exam. Without this certification, many working as electricians will not be able to continue doing so legally.

"The law to establish minimum standards was passed in 1999 and regulations became effective in 2002," said John Rea, acting director of the Department of Industrial Relations (DIR). "This decision still gives the thousands of electricians needing the certification a grace period to register as long as they file the application by Dec. 30, 2005."

Assembly Bill 931, requires that DAS "establish and validate minimum standards for the competency and training of electricians." Regulations were put into place and a certification exam was developed.

The CAC decision to allow the deadline to stand was made with the following exemptions:

The electricians who need the necessary on-the-job experience required for certification are exempt if:

  • They are enrolled as an apprentice in a state recognized apprenticeship program. Information on apprenticeship can be found at:
  • They are registered as an electrician trainee, enrolled in an approved school and their employer attests that this is the only trainee that will be supervised under a certified electrician. For detailed information on electrician trainees visit the DAS Web site at:

The decision to not allow an additional extension was made due to the fact that several extensions had already been granted and electricians have had the opportunity to take the exam since December 2002. Of the estimated 55,000 to 70,000 working electricians in the state, approximately 23,000 have taken the exam with 18,000 passing.

"Those electricians required to be certified should apply to do so quickly. Their contribution to California's economy is vital. We don't want to see any electricians out of work and we will do what we can to put into effect the CAC's decision, including extending the test contract," added Rea. The CAC did not revoke the deadline for voice-data-video technician and non-residential lighting technician, it remains at January 1, 2007.
